Gen Muganga Urges African Nations to Embrace Homegrown Security and Development Solutions

General Mubarakh Muganga, Chief of Defence Staff of the Rwanda Defence Force (RDF), has urged African countries to prioritize local solutions to the continent’s unique challenges. Speaking at the Uganda Peoples’ Defence Forces (UPDF) Senior Command and Staff College in Kimaka, Jinja, Gen. Muganga emphasized the importance of self-reliance, Pan-African unity, and strategic reform in securing a sustainable future for Africa.

“Africa Must Be Part of the Conversation”

Gen. Muganga stressed that African nations must actively shape their own destiny rather than rely heavily on foreign intervention. “Africans should not just wait to be exploited or influenced. We must be part of the conversation and raise ourselves to a level where we can dictate certain terms because we have a lot to offer,” he said.

His statement reflects a growing belief among African leaders and thinkers that lasting development and security must come from within, supported by shared values and indigenous strategies.

Security Sector Reforms: A Path to Stability

The Rwandan General highlighted the need for Security Sector Reforms (SSR) across Africa. Drawing from Rwanda’s military support in Mozambique, he noted that the RDF trained local forces before withdrawing—an approach that enabled long-term stability without ongoing foreign dependence.

This model, he explained, could serve as a blueprint for other African missions: empower local systems, provide strategic support, and build long-term peace.

Civil-Military Cooperation: Bridging the Gap Between Army and Society

Gen. Muganga commended the UPDF’s Civil-Military Cooperation (CIMIC) programs, which strengthen ties between the military and the civilian population. He called on other African armies to deepen community engagement, not only to protect but also to serve and uplift the societies they operate in.

Such collaboration, he said, promotes national unity and enhances public trust in military institutions.

Revisiting Pan-Africanism in Today’s Context

Recalling the spirit of African liberation movements, Gen. Muganga reaffirmed the value of Pan-Africanism. He noted that the same unity that freed nations from colonial rule must now drive efforts to solve internal conflicts, poverty, and underdevelopment.

“Africa’s historical struggles taught us the power of standing together. That same spirit should guide our future,” he emphasized.

Regional Collaboration: Rwanda and Uganda Strengthen Military Ties

During his visit, Gen. Muganga also met with his Ugandan counterpart, Gen. Muhoozi Kainerugaba, to reaffirm strong bilateral military cooperation. This reflects ongoing efforts to build regional alliances for peace and development in the Great Lakes region.

The Road Ahead: A United, Self-Determined Africa

Gen. Muganga’s speech serves as a powerful reminder that African problems require African solutions. Through unity, reform, and a renewed sense of responsibility, the continent can overcome its challenges and unlock its full potential.
